In January, I have the honor to report as follows:-

John Collins, a half-caste born in this Colony, holding the post of 2nd Clerk in the Magistracy, was convicted of taking part in a drunken brawl in a Brothel. The Case was one of a very scandalous nature, and seemed to me to necessitate his Services being at once dispensed with as a warning to others holding similar positions in the Government Departments.

In the other case, Cheung Luk-U, a Clerk in the Registration Office, was, after careful enquiry, proved to have tampered with certain Registers, which were received at the Registrar General's office. The written defence of this Clerk was duly considered, and as it contained nothing to justify his retention in the Service, it was considered most important to relieve without delay such a Department, that in which he was employed, of one who had been proved entirely untrustworthy.

I must express my regret, however, that I did not adhere to the Colonial Regulations.
