Si Pak Cheong has bid alone
against the old Monopolists, but
has failed by
some small

to obtain the privilege. Imported by other traders he has on this
occasion given
an amount greatly in excess of that offered by the Monopolists, and there is every reason to anticipate that he
will break down the combination, which will ultimately make the Farm more remunerative
for
its
licensee. We are perfectly ready
to grant the sub-license contemplated by the Ordinance, and the greater the number of those the greater will be the value of the Farm, which by and by will result in a greater
number of Tenders being offered for privilege.
