I have since received Your Lordship's Despatch, No 10, of the 24 January, conveying the views and instructions of Your Lordship regarding the Monopoly. The latter I had already received by Telegraph, in time for me to act upon - especially as regards the method of letting it, which, perhaps erroneously, I considered the more important, and upon which I had adopted a course which has not met with Your Lordship's approval. The fact is, however, that I had hardly time to communicate with Your Lordships and obtain written instructions before it was absolutely necessary to prepare for leasing the Monopoly, by Auction or Tender.

The Report of the Commissioners was received on 12th November. Being in possession of it, I gave full consideration to the suggestions which they made, and to the reasons which influenced them. Now, being in possession of the reasons which influenced Your Lordship in directing alteration to what I had proposed, I beg, in the first instance, to express my regret for having done so.
