In return No 3, there are one or two changes by which small savings will be made-

I see nothing to remark on but the giving full salary to Fr. Straw when he succeeded Dr. Scanlan acting Superintendant of the Hospitals, with respect to which it will be sufficient to refer to Lord Kimberley's despatch that the same rule must govern this change as in the case of Dr Scanlan

In return No 3, the salary of a clerk in the Post Office is raised from £200 to £250. but I think it should be justified.
