The Shan Ki Wan road forms the only outlet from the city along which the Community can drive with any degree of comfort, and unquestionably it should be kept in a proper state of repair. I anticipated that out of the Vote for "Repairs to Roads," the expenditure could have been defrayed,
but it has been found advisable to do what is necessary before the rainy season as it is more substantial than I had been led to believe was required.
