On a survey, this vessel was pronounced to be unsafe, but before any action was taken in the matter, a report as to her general condition was obtained, through the Commodore, from the Professional Officers of the Dock Yard.

3. These Officers advised that the boiler was worn out, that the Engines were serviceable but required repairs, and that the hull was perfectly sound and good in every respect.

4. Under these circumstances, although a considerable sum of money had been spent upon the Launch since she was built for the Government in 1869, there is no doubt that it was more economical to spend the additional sum required than to purchase a new craft suitable for the requirements of the Harbor, Police, and other departments.

5. I have also to solicit Your Lordships' approval of a Vote of $2,500 in excess of the Estimates for repairing the road to Shau Kei Wan. This work, as will be seen from the Report and Estimate annexed, was one of necessity, both as regards the safety
