that in consequence of a communication from Mr. Pauncefote, I am advised that he is correct in his opinion
that it is not incumbent on the foreign employes of Your Government to take the oath of Allegiance, nor upon you
to administer it to them. You are, however, enabled under your instructions to administer this oath
to such holders of offices or places of trust or profit in any
