THE HOUSING QUESTION AT HOME.
The housing question l becoming a fively element in British politics The "Notice to Quit" Bill has been severely criticised in a debate in the House of Commons prior to the second reading on Feb. Its retrospective prision chiefly is condemned by members "of ali parties. This measure, bawever, is only part of the Goverme ment's solution of the problem which is likely to cause Ministers much trouble and possibly even dominate the Parliamentary session. A Committee, appointed to consider the decontrol of houses from the standpoint of the Rent Restrictions Act, recently reported in favour of gradual decentrol and will draft a Bill based thereon. They have circulated the Cabinet giving, however, a longer period of delay in the first stage of decontrol. The ex-Minister, Sir A. Grithith Boscawen, for whom presumably a sale seat will be found by the retirement of Mr. Wars fold. member for Mitcham, is making housing the principal topic of electioneering, specially promising to protect the middle class ren;payers: but a speech of his has been construed by his hearers as indicating a delay of decontrol il! 1925. This has elicited a dis- claimer by the Ministry of Health, which has annuanced that the two higher categories of horses will be decontrolled in 1924 and only werkmen's dwellings in 1945. AMERICA AND COURT OF INTERNATIONAL JUSTICE. Washington. Feb. 25. Pres.dent Harding has requested the Senate to authorise American membership at the Court of International Justice.
President Harding made a reservation to the effect that member- ship tf the Court will not invotre America in any relationship with the League of Nations. The President declared that such participation in international relationships would remind the world that America is ready for her proper part in furthering peace and adding to the stability of world affaire.
INDIANS AND THE EMPIRE.
Delhi, Feb. 21.
In M. Sastri's published report on his recent visit to Australia and Canada with the object of furthering the principle of equal right to citizenship by Indians throughout the Empire, Mr. Sastri emphasises the constitutional and educative value of the mission. He declares the best solvent of anti-Indian predjudice is closer intercourse and trade relations between India and the the promotion of active Dominions hitherto lacking. He suggests the appointment of agents in Australia and New Zealand and hopes that educated Indians will do their utmost to satisfy the desire of the Dominions to understand India.

Paris, Feb. 24. In the Chamber the Finance Minister, after expressing complete confidence in the results of the Rahr occupation, stated that the Bud- get surpluses amounted to 243,000,000 francs. The revenue from of increase represented an direct taxation for January 1923, 500,000 francs over 1922. These figures refuted the assertion that France had refused to impose adequate taxation. In consequence of increased revenue from taxation there crly remained a deficit of Fres. 1,500,000,000 to be made up, which would be done. France would carry out her policy of reducing loans and not resort to inflation of the currency.
