Strong French forces, supported by guns, cavalry and armoured cars, are posted at strategic points on the customs line.
All sections of the German pablić services are preparing for massed passive resistance. For example, they are locking the signals of the railways, but the French are Importing their own engines and are confident they can run the main lines themselves.
Tha Police President at Essen has refused to obey an instruction from the French Commander to withdraw the German police behind the French troops if the latter are compelled to fire on the assailanta of French posts. He said his men would never expose his compatriots to fire and imprisonment.
Goverment oficials at Duisburg led a demonstration of marching thousands singing prohibited patriotic songs. They were scattered by? Belgian cavalry, and there were twenty arresta.

Londen, Jan. 23.
By yesterday's decision of the Reparations Commission, Germany will be called en to pay the 1921 total of 65 milliards sterling, which the French themselves have recognised as impossible. This forms the theme of editorials in the British press to-day, and it is regarded as indicating that the obtaining of reparations is not France's chief aim. The Daily Chronicle was the British Government to abandon its attitude of complaisance and not permit events in the Ruhr to develop of their own sweet will
The Times says that as the French are executing measures, which we oppose, without our consent the time has come to ask France to state her real aims. The paper says that the systematic preparations for prolonged occupation of the Ruhr threaten to menace the peace of Europe, and it opines tha: Britain should retain as long as possible her positions to enable the exercise of a moderating influence. Tiere- fore, it would be nuwise at present to withdraw the British troops from Cologne.
The Manchester Guardian says that Germany cut off from the Bubr is cut off from her last restraints, and France cannot punish her more. Germany for the first time since the armisties is free of control with ruined finances and a resentful population. This freedom may take strange and dangerous courses. It is noteworthy that though the French Chamber adopted the budget yesterday, It found no method of bilancing receipts and expenditure.
