Professor William Socthill, in a letter to The Times, suggests that the best way of dealing with the Boxer Indemnity would be first to devote a saciant sum annually for the development of existing British elementary and middle schools in China as feeders far the universities and next to support the existing universities there and institutions which can be formed into universities. The British staff should be strengthened where these are British and American. It be would be possible, though the amount allocatable would not large, to do very valuable work in Shanghai, Hankow, Tientsin. lim ted number of Shantung, Szechuan and Hongkong. Finally scholarships for study in Britain should be provided. The Chinese student here had been on the whole a eredit both to China and the universities, but it was advisable that students should be thoroughly educated in China before being sent abroad. Some portion of the Indemnity would be well Spent in providing post-graduate scholar- ships in Britain for graduates of a supported institution.
