The District watchmen are to all intents part of the Police force and I do not think that Sir A. Kennedy's recommendation to give a grant from the "special fund" towards the support of this corps should be sanctioned.
The slight increase to the Salaries proposed by Hon'ble J. Gardiner might be approved but the charge on the general Revenue I think Sir A. Kennedy has too...
