The Daily News applauds the snnouncement regarding the Boxer Indemnity. It declares that the Indemnity loses its penal form and should constitute a bend rather than a barrier between China and Britain.
ALLEGED CONSPIRACY TO CHEAT.
London. Dec. EL Enever. Bennett and Haynes, three men charged at Westminster with conspiracy to cheat, were remanded on bail at Westministar Police Court.
Charles Webster, a retired major of the Indian Army, gave evid. ence that in January last he wrote to the Sino-British Association and received a letter from Humphry Denman & Co., signed by, Haynes, stating that a company had been formed with a capital of one hundred thousand sterling to secure options on 22 coal mines in China, which had been favourably reported on by a well-known coal expert; and they informed him that there would be no difficulty in selling one or two at a price which would return the capital invested in Humphry Denman & Co., as well as leave handsome profit. A second letter said that if he was suitable the Company would make a three years' con- tract with him at one thousand pounds a year, five per cent, cuiamission and first-class expenses to China if he would invest two thousand pounds. He invested one thousand and was employed for six months, during which time he lent Enever six hundred pounds to start an artificial pearl business, which had made no profit. His solity ceased after six months, and Enever was found to be an undischarged bankrupt.

It appears that the Huli trawler Magnets was fishing nine miles off the coast when she was arrested on a charge of being within the alleged territorial waters limit of twelve miles. The Magneta was unseaworthily handled by the Russian guard during a violent gale and was driven ashore and wrecked. All hands on board were drowned. The Magneta's companion vessels, which escaped arrest, safely outrede the storm.

New York, Dec. 23. The Los Angeles Times says that President Obregon has granted a group of Los Angeles business men and oil operators a concession of eleven million atres on the Mexicas East Coast and adjoining the rich Tampico-Tuxtam oil felde.
The newspaper understands that the concessionaires will be willing to work the field ander the terms of Article twenty-seven of the Mexican Constitution, which the old companies consider confiscatory and which has been the chief issue between Presiden; Harding and President Obregon, hitherto preventing the United States from recognising the
Mexican Government.
