CHINESE STUDENTS.

The Time Mukden correspondent in an article to his paper suggests that no better use could be found for a portion of the Boxer Indemnity than an endowment of a number of post-graduate scholar- ships tenable in Britain by Chinese students from the Straits Settle- ment and longkong. He emphasises Chips's greatest need at pre- sent a better transport facilities. He is sure that there are man Chiness engineering students in Hongkong and the Straits who would. after graduating, be glad to study read-making and other Municipul ente prises in Britain.

Similarly the Government Postal, Telephone and Telegraph Ad- ministrations could atter openings to picked men, who would return to their native country imbued with sound traditions of the British Civil Service, coupled with a technical knowledge of special subjects. It should not be difficult also to arrange admission for a number of these endowed students to fatturies in Britain.

In a spech at a dinner of the Overseas Chinese Society, Mr. Cazo Hsin-chu said that helping China set her house in order would not only benefit Chinx, but would help to keep China's door open for international trade, which would benefit the world generally and it de- Great Britain particularly. Furthermore, China's resources veloped to a greater extent would prove a tenent to Britain as far as her foreign trade was concerned. He was couident that both cruntries were looking for harmonious excperation.

Sir James Ewing said that the number of Chinese students at Edinburgh University approximately were the per cent, of the whole; he wished the other ninety-nine were as good as the Chinese. · No body of students was completely satisfactory. But the Chinese

Reater learns that the British Government has decided on the principle to devete future instalments of the British share of the Boxer Indemnity to purposes mutually beneficial to China and Britain.! Pending official communication to this effect the Chinese Govern- British ment has been informally notified of the intention of the Government.

London, Dec. 22 Commenting on the announcement from Feking to the effect that Britain has decided to devote the Boxer Indemnity to purposes mutually beneficial to bath countries, The Times says this is a wise and graceful act of far-aceing statesmanship. It reduces the money spent on the education of Chinese under British Auspices. The Times is of the opinion that the order will quicken the best elements of Chinese

THE REPARATIONS PROBLEM.

Mr. Julius Barnes, President of the United States Chamber of Commerce, claims that the entire credit for the movement to survey the German economic conditions is due to American initiative.

He has pledged his organisation to support any action the Gor- ernment may take towards the very important worldwide question involved in the reparations settlement.

U.S. NAVAL APPROPRIATIONS.

Senate to the Senator Borah introduced an amendment in the

call ♫ Naval Appropriations Bill, requesting President Harding to conference of the Powers to consider economic questions, also reduc tion of land and sea armaments.

The amendment was apparently designed to replace the Appro- priation Committee's amendment requesting President Harding call a new Naval Disarmament Conference.

ANOTHER SHANGHAI STRIKE.

Owing to the forty per ent, fine imposed by the foreman, two hundred women employees of the Handah Cotton Mil at Pootung. attacked and wrecked the milt office despite the resistance of the! male staff, reinforced by the tire hose. The women subsequently routed a detachment of police with carbines. They saved from the police several male employes, including the offending foreman, who was injured. The mill is closed.

RUSSIA AND SWEDEN.

Berlin, Dec. 22.

The Russian Commercial Bank, with a capital of ten million gold roubles, in which Swedish tankers are considerably interested, has opened at Moscow. It is permitted to deal with foreign currencies and prec. metais, which privileges hitherto, have been restricted to the Soviet State Bank.
