He expresses the opinion that Chinese' credit has depreciated twenty to thirty per regard to the Vickers. cent. on account of China's default with Marconi, Pacific Development and Chicago Continental bills. He declares that many of the reproaches levelled against the Peking Government deprived of Government are undeserved, because no its power to utilise its revenues for national purposes can function. The writer declares Peking should be given freedom to deal with bankers in London, Washington Paris and Tokio in open com- petition. He considers the Maritime Customs and the Salt Gabelle re- venue would enable China to raise the capital needed to put her house in order. He asserts that with open competition the prices of China's bonds would improve. The funds required could be raised on the most advantageous terms and lenders would exert them- selves to obtain guarantees for proper administration and for their own protection.
