It is proper that I should state that, had not the opportunity of the "Innos" departing for England occurred, an opportunity which it was highly advisable to take, I should have first communicated with Your Lordship to obtain the proper authority to take such action as may be necessary to relieve Captain Baird of his Charge on his arrival.
