An international congress has recently been held in Patis for the purpose of attaining greater international unity and collabora tion in the matter of the enforce- ment of authors' rights. Among other proposals was one put forward by the Italian delegate. who pointed out that long- distance concerts given by wireless telephony to a large Messt. J. M.public could not be considered other than public entertainments. The delegate was of the opinion that the royalties due to the com poser should be paid in all such cases except where the concert could justly be considered as A scientific experiment.
