the Master of any vessel bringing into the Colony, a greater number of passengers than her proportion (as above stated) shall be subject to a penalty (which might be $10 for each passenger in excess.
(2)
That no vessel shall be allowed to land her emigrants until they and the ship have been inspected by the proper Officer of the Government appointed in that behalf.
The Law should be made to apply to all vessels, foreign as well as British, but its operation should be deferred for 6 or 12 months to give time for its notification in Chinese ports.
