and that the

"offence"

word

in that Order

would

not extend

to acts declared

to be

the

Colonial

Offences by

Legislature only, but must be limited to

offences against the

Common

Law

and

Statute Law of England

But with

respect to his statement

that if

a

Coolie ship

were to

put into Hong Kong

on

her

voyage

it would

be stopped

and

the Coolies

on

board be landed under

the powers contained

in the Chinese Passengers

Act 1855 and Ordinance

No. 14 of 1870,

I am advised that it is

open to

some

doubt

whether such

action

could

be

legally taken

under the existing Law. It

would appear to be

inconsistent with

the opinion of the Law Officers of the Crown upon a

case

prepared for them by
