The French Consular Court at Peking passed ita judgmant on Novermber 7 on the case of Mr. Albert Nachbaur, sooqued for libel by the officials of the Chiarse Eastern Railway, Mr. Nachbaur was sentenced to a fae of 25 francs and $1, and twenty publications of the case in the nawspapers, at the choice of plaintiff, for the case of Mr. Cstronmuff, and to the same penal- ty and ten publications for the case of Mr. Kuznetzoff. Mr. Nachbaur is appealing before the French Court at Saigon

Courtesy is well-known to be a characteristic of the London policeman. Scotland Yard has just received interesting tes- timony to this in a letter from | Mr. R. F. Earhark, Professor of Physics at Ohio State Univarsity, who spent some time in London this year. "In my opinion,” he writes, “your police force gives bettar service than any similar organization in the world. You have a fine body of men who are always courteous to the stranger. I congratulate you (the Commis- sioner) on being at the head of so efficient a body of men."
