The Legislature of Hongkong may pass an Ordinance forbidding Persons of whatsoever nationality from doing any act whatever within the Colony or the Waters thereof in furtherance of the Macao Coolie Trade. Thus the chartering, Equipping, Provisioning and Furnishing of Ships in this Harbor intended for that Trade and the Manufacture or Sale in Hongkong of Fittings for such Ships and the Remitting of Capital in Hongkong to be applied in that trade or the conveying.
