Chinese Immigrants might come within the law when entering the Colony, and whilst in fact forbids under penalties of adjudication and detention the landing of immigrants in the waters of the Colony to any ship equipped however employed in carrying every description of Chinese emigrants from any part of the world he is.

That this ordinance dictated under the advice of the Law Officers after the case referred to was refuted. I had a minute if any bearing at all upon the propriety of the proposed section of the Hong Kong Ordinance.

That with reference arising upon the letter of the Third Justice on the subject of the Emigration to Singapore, the Govt. of the Straits Settlements will be desired to introduce a measure prohibiting the introduction of immigrants into that day in any craft.

2676 Chinese men were then imposing in a larger proportion to space than is allowed by the Hong Kong Ordinance, and in "substantial fine for every number of immigrants above that number...

That Dr. Kane anticipates that the Chinese Emigration Ordinance, if effectively carried into operation, will tend materially to check illegal participation within the Colony in the Chinese Cooly traffic, but should they unfortunately not be from the core.

The subject will receive further consideration after enactment.

That I request that after the Ordinance has been passed, the Govt. from time to time be furnished with reports on the working of the measure.
