1. The supply of water to the Cove is at present most inefficient.

The distribution of the supply
is very defective.
The inefficiency of the supply
is owing to the quantity at present impounded being far below the actual requirement, and to the fact
that the main Pipe conveying the water into Taon is far too small. Dealing firstly with the Supply, we must assume that the Population for which it is necessary
to provide
