7. The question raised by Mr. Messrs Witter is whether the fact that the P. & O. Boats make the voyage between Hong Kong & Singapore in less than seven days on an average ought to exempt them from the provisions of the Passengers Act - I am clearly of opinion that it ought not if there is exemption from the provisions of the Passengers Act it must be on some other ground - nor to issue a Proclamation fixing Hongkong and Singapore at less than 7 days or rather to revoke the Proclamation which fixes it at more - because the repeal of a particular company have on average done it in less, would I think be wrong in principle and unsafe in practice. The exemption could not be confined to the P. & O Company's Boats, & how could security be taken that other Steamers put on the line should be of equal speed with theirs. More;
