Europe or from ports of call on the navigation linen between Euroce and Asia. If a telegram is received which contain the letter “H,” Ah Pak should immediately proceed to Hongkondom the appointed. date and wait for the arrival of the steamer.

Before having received the enclosed correspondence, I had written to Chu Wo-chong instructing him to come back to China. Nevertheless. Bod whatever may happen, $3,000 should be sent to him and you should write him that the date of his return is left to his own judgment – bộ still has important matters to negotiate, he will be at liburigite“ profong” bia stay in Germany; otherwise he should come bank as soon as possible. It would be better if he could come back on the sabie steamer as Hintze. Everything would then be easier to arrangé.

Doring the time he will be waiting in Canton, Brother AN PE will receive from the Accounts Department a monthly allocation of $300. which will be continued by Headquarters on his retura ard which will then be assured by Canton. (Enclosed is order of: payment).

The more the Hintze affair is kept secret, the better it will be. Members of the Government should not be informed of it unless it is absolutely impossible to do otherwise.

It has long since been charged against Dr. Sun Yat- set that he has embraced Bolshevist doctrines. Up till now there has been lack of concrete proof, but today we are enabled tes publish what we know to be irrefutable evidence that Sun has been conspiring to bring about an alliance between China. Germany and Russia, based on Bolshevist ideals. Let us tell the story first in brief'

On July 24th. the French newspaper. L'Avenir do Tomis, published at Hanoi. contained the following, paragraph-

Le Gouvernment de Chen-Chiung-Ming devoile des documents originaux etablissant le projet d'une entente Sino-Russe-Allemande ela- hore par Sun Yat Sen et le Ministre d'Allemagne a Moscou. M. Von Hintre, ex-Ministre a Pekin."

Un having our notice called to the above, and realising its importance. we began to make our own enquiries, with the result that the story has been verified beyond all question.

When Sun Yat-sen and his officials tied from their

homes on the night of tien. Yip Kee's coup in Canton. the Vice-Minister of Finance left behind a safe. In that sale were discovered vertain letters, one being in Sun's own handwriting proving that negotiations were then being carried on to bring about the alliance already referred to. Photographie copies of those letters have been secured by us, and we have taken every step to ensure that they are genuine before giving publicity.

From the translations. Which are given below, it is revealed that the leading spirits in this movement are Dr. Sun Yat-sen and Admiral Von Hintz, the present German Minister to Moscow and who was formerly German Ambassador to Peking. It is shown that Sun, working through the medium or a paid Chinese emissary in Berlin named Chu Wo-chong, has managed to secure the co-oper ation of Admiral Von Hintze, who, in turn, is planning to be sent secretly to hina by the German Government. The correspondence shows that it had been arranged for Admiral Von Hintze travelling under an assumed name) to be met en arrival at Hongkong by Tse Ah Pak. the notorious Canton Socialist M.P. The latter was then to escort Admiral Von Hintze to Sun Yat-sen's headquarters in Canton. It further reveals that a Bureau was to be established with Admiral Vou Hintze as its Head. acting in the capacity of Advisor to Sun Yat-sen. This Bureau; wasto arrange for Bolshevik agents to be sent to China. A further disclosure is that Sun Yat-sen was keeping the project secret from members of his own Government and that he was conducting his negotiations as recently as March of this year.

It is due to the failure of the former Vice-Minister of Finance in Canton to burn the incriminating correspon- dence, as directed by Sun Yat-sen. that the scheme bas leaked out.

We will now let the documents tell the fuller story :-

Sun Yat-sen's Letter.

The most important letter is one written personally by Son Yat- sen to Lin Chung-ol, Vice-Minister of Floance in Canton, in connec- tion with the remittance of funds to Dr. Sur's paid amissary in Berlin. This was enclosed in an envelope marked "Important: To he opened personally." The envelope is reproduced on this page, marked "Photograph No. 1 "

The letter, Photographs Nos. 2 and 3, was in the following terras.

Kweilin, March 8th., 1922.

My Dear Two Eider Brothers, Chung Oi and Ab Pak.

I have just received from Chu Wo-chong a letter which informs me that our affairs are progressing. You will understand in reading the enclosed correspondence why the help of both of you is necessary to me. (Burn this letter after having read it).

1. Brother Chung Oi, as requested by Chu, must effect the remittances on Feking and Berlin, amounting to a total of $4,200. That part of this sum to be sent to Berlin 'must be converted into American Gold Dollars or English Pounds; you should not buy marks, because it is to be feared that the mark will go down and not go up any more, whilet the gold dollar and the English pound show arising tendency. I am enclosing berewith an order for payment, and this will be paid to you from my parson account by my cashier.

2. Brother Ah Pak must wait in Canton, for the arrival of Hintze to Hongkong, where he will go to meet him, and bring him to Headquarters. This matter should be kept absolútaly, secret and sypu will to soon as yon: receive this latter, instruct the Telegrapht

Chinese Emissary's Report.

In the above letter was enclosed a communication which Sun- had received from bis émissary in Berlin, Chu Wo-chong (Photo graph No. 4) the translation of which reads as follows →→

Berlin, January 1st, 1922,

To the President.

I beg to inform you that after the receipt of $6,300 in silver coins on July 26th., 1921, Ï sent a draft of $1,200 to my family in Pakiog, as a half-yearly allocation. I bought a passage ticket for $1,000 and spent $1,000 in personal expenses. The $3,000 balance was coa. verted into 102,000 marks (the exchange then being 34 marks to the dollar) and transferred to Germany by the Deutsch Asiatische Bank. During the first month which followed my arrival, I had to travel a great deal and make friends everywhere, and I spent 12.003 marks. The second month I spent 7,000 and the third mouth, having lived very economically, 6,000. I have since been unable to curtail my expenses, as even a German worker needs 3,000 marks a mouth in order to live. I have now in hand a balance of 75,000 marks..

Since I have obtained Hintze's help I have greatly · progressed and the scope of my activities is a great deal larger. If a Bureau is established, we shall have to spend three times as much money as we have previously spent Preased by necessity and having to bear the expenses of my position, I can effect no further economy, except on my food and daily maintenance.

I should be obliged if you would send between March 1st, and August 1st a sum of $1,200, representing my family's half-yearly allowance. You could have this money sent by your Secretary In drafts addressed to Mrs. Chu Chan-shi, wife of Chu Tzz-ying, 91, Lai Che-fou, Pekinge som

Please send me also, between the same dates, the $3,000 neces: sary for my maintenance here in Berlin. They should be converted into gold dollars or English pounds and transferred to Berlin through the Manager of the Dautsche Asiatische Bank, Cheung Hing Street, Canton. Especially do not convert them into warks on account of the possible depreciation. If you send me these sums in das tims they will be nafficient to cover my expenses until the end of the yeaT. Here our plans are just beginning to take shape. It wanld require six months more to obtain a result. There cannot therefore be say: question of my coming back to Chios now and lasting everything drift. Plasse send me some mars funds and give me your instructions.

Von Hintze's Role

Sun Yat-sen also enclosed in his letter to the Vice-Minister, of Finance & further commumcation from Chu Wo-chong (Photographs Nos. 5 od 6). This is in the nature of a telegram, which was dis- covered in decoded form, written an the official notepaper of the Expeditionary Headquarters of the Generalissimo of the Army and Navy (Sun Yat-sen). 'It reads as follows :--

Berlin, January 1st, 1922.

Hintze, formerly Minister to Germany in China, knows thorough- Is the situation of China. Having been during eight years on a special military mission in Russia, he has acquired many grod relations in that country. He speaks English, Russian and French. perfectly. Furthermore, he has the new ideas, and is active and tactful. His plans are in harmony with current democratic opioïon. He is a man such as there are very few in Germany.

Before my arrivalio Berlin, Hintze had already advocaled the conclusion of an alliance between Chins, Germany and Russia, a přka which is conformable to your secret purpose. Since I have been negotiating with him he has decided to put aside all other political " questions in order to devote his whole arantien tô this matter? IF- has been decided to organise in concert with us z Bareau with the "úbject of bringing about this alliance. When it two módths, all the

necessary steps will have been taken, he will ask the German Primer Saturday, October 14-Page. Minister for authorisation to go to China. In my bumble opinion, Hiatze should be appointed Director of the projected Bureau The several heads of the departments should then be appointed. As to the other officials, the material, and the decisions to be taken, these matters should be decided by a Chief Secretary. The Director would discharge the functions of adviser to you. The heads of department should then decide which agents should come to Chins immediately. which agents should come afterwards, which materials should be immediately necessary and which materials should be imported Mter on, which steps should be taken without delay and which measures could be decided upon afterwards or executed later on. On all these points, the final decisions would be taken by you in agreement with the Director. Communications thus being establish- ed between Eas; and West and the principles of action well established, the scheme would prograss rapidly. But on account of

his great position Hintze would have to take an assumed asme and his participation in this scheme would thus by unknown to the German public.

In due time, I will cable you the game of the steamer by which he will leave, and I request you to send a launch to meet him on his arrival in Hongkong, in order to taka bim secretly to Canton. The question of knowing if after his arrigal in Chica he will be deünitely agreed to sad engaged by you is not à matter to be considered by me.. In my cable, the letter" H" will replace Hintze's name.
