STRANDED IN SWATOW HARBOUR.
A Peking telegram states that the question of the reorganisation of the Cabinet has not yet been settled, the principal difficulty being to fill the past of Minister of Foreign effairs.
During the last three weeks, the Pakhoi district has been under the control of bandit troops com- manded by the wife of Lo Hon- cho, a former bandit chief, who lost his life in the fighting: against Kwangsi.
