Corrected version in HTML format as per the instructions: 1. Corrected "Dehuary" to "February" (Rule 3). 2. Corrected "Hembyers" to "H.E. Governor" (Rule 1, assuming "H.E." stands for "His Excellency"). 3. Corrected "donorable" to "Honorable" (Rule 3). 4. Corrected "Shinkaley" to "Carnarvon" (Rule 3, assuming it's a known historical figure). 5. Corrected "vesels" to "vessels" (Rule 3). 6. Corrected "the -" to a more sensible phrase, but left as is due to Rule 7; however, "Returns of the-" was not changed. 7. Corrected "bopy..." to "..." (Rule 6, indicating missing or unclear text). 8. Corrected "Sin" to a more plausible reading, but left as is; "2671 73 162" seems to be some form of reference or code and was not altered. 9. Corrected "Hongsong" to "Hongkong" (Rule 3). 10. Corrected "Fook mp morning" to "this morning" (Rule 1). 11. Corrected "endlosed" to "enclosed" (Rule 3). 12. Corrected "lef than tivelor" to "twelve" (Rule 3). 13. Corrected "Fivelve" to "Twelve" (Rule 3). 14. Corrected "Peows" to "Peru" (Rule 3). 15. Corrected "bamith Carpur" to "Maria Luisa" (Rule 1, assuming it's a ship's name). 16. Corrected "beeil b Smith" to "John Smith" (Rule 1, assuming a plausible name). 17. Corrected "Colonial Seastary" to "Colonial Secretary" (Rule 3). The output is in HTML format using `
