President Barding declared that neither the limited number controlling the railways nor the large mumbers working on them should be permitted to imperil the public welfare. He did not at present recommend legislation dealing with the railroad strike; but the Government had resolved to exert its power to maintain trans- portation and uphold the men's right to work. The President urged immediate legislation to establish a temporary National Coal Agency to purchase and distribute coal also legislation to make the Railroad Labour Board decisions binding on both parties.

President Harding also announced that it was his intention to invoke laws forbidding conspiracies that hindered interstate con>- merce and requiring the safety of the railway service. He drew attention to the excess of mines over the country's needs and the excess of 200,000 mine-warkers over the number nexled to produce the country's normal requirements.

An extraordinary meeting of the Banque Industrielle de Chine has passed the contract with the Administrative Company which is being formed to secure recovery of the Bank's assets with a view to settling with the creditors and to continue until the creditors have been paid out of the banking operations on behalf of the Bank, especially in the Far East. Three-quarters of the Bank's capital was represented at the meeting. 37,750 votes being cast for the motion and 593 against..

INDIA'S POLITICAL ASPIRATIONS.
Bombay, August 19.
All shades of Indian political opinion are agitated over Mr. Lloyd George's speech of August 2nd, which is being made the rallying point of an attempt to unite the extremists and moderates. The un- official members of the various legislatures are giving angry inter- views to the press and tabling resclution of, condemnation in the legislatures. An influential deputation, comprising members of the State Counell, waited on Lord Reading, declaring that the speech conflicts with previous otheial assurances and is a negation of the ultimate granting of baxis principle whereon promises of the Dominion status were based.
Lord Reading replied that the Premier had authorised him to state that the speech was in no way intended to indicate a departure from the pokey expressed in earlier official declarations. He merely the non- desired to warn against the policy of wrecking by wo-operators at the next elections.

The Health Committee of the League of Nations has decided to recommend the despatch of a Commission to the Far East to inves tigate the question of the frequency of epidemics, particularly those constituting an international danger.
AEROPLANES TO QUIETEN BORDER TRIBES.
Simla, August 19. Vice-Marshal Sir John William Salmond, interviewed by Reuter regarding his recent visit t; the North-west Frontier, foreshadowed a more effective and more economical method of dealing with the recalcitrant tribes. He declared that India will shortly be equipped with 75 aeroplanes and he thought that with a hundred active machines better work could be accomplished than the whole of the military had been able to do in the past six or seventy years.
