THE REPARATIONS PROBLEM.

Paris, Aug. 17. It has been semi-officially stated that if the Reparations Com2* mission meeting to-day granted Germany a moratorium without de- manding guarantees, the French Cabinet would certainly not recognise the decision. If the decision violated the spirit or the letter of the Treaty by, for example, refusing to announce that Ger- many has incontestably defaulted, the Cabidet, resuming` freedom of action, would on its own initiative apply to Germany · the measures of economic or financial control deemed necessary.

London, Aug. 17...

It is reported from Strasburg that the passport office at Karlsruhe, as a reprisal for the expulsions of Germans from Alsace, enter refused to visa 5,000 passports of Frenchmen desiring to Germany. German Baoks are refusing cheques from Alsace.
