It is declared that the Allies would at the end of the mora. torium resort to coercion in the Rhineland and Kuhr region and a like control of communications if Germany refused to submit to these conditions.

London. August 5.

It is suggested that the moratorium mentioned in the Paris message refers to Reparations proper and is not connected with private debt payments which are the subject of 31. Poincare's threat.

Paris, August £

It is embofficially announced that Germany having addressed a further temporising reply to M. Poinrare's last n.te on the sub- ject of clearing house payments. France has decided to request the clearing house offices in Paris and Strasbourg:

Firstly, to postpone rec.gnition of German' credits. Secondly, to suspend payments on account of the German Gov- ernment and of compensation awarded in respect the liquidation Germany mast of the private property of Germans in France. therefore execute from her own resources awards given against her by the clearing house ctices.

Thirdly, to cease to notify Germany of the net proceeds of the liquidation of German property. France thereby rendering the ind niñcution of Germans whose property is liquidated impossible and ales preventing the Reich frem utilising credits for the benefit of such Germans.

Furthly, France has also decided to suspend the Baden-Baden Agreement providing for the restitution of the Germans' personal property in 'Alsace-Lorraine.

Fifthig, measures of preservati.r" will be taken in Alsace- Lorraine and supplemented if such measures do not suffice I a speedy settlement of the question.

It is explained that the foregoing measures are not designed greatly to affect public opinion, but it is a case of practical measures in order to make an impression on Germany.

A semi-official message states that the matter would not hars eroated such a sensation if Germany had not published Franco- German communications thereanent. It explains that the system for the settlement of private debts was through perial clearance offices, tarugh which French creditors had to deal. The French Government has decided to take the creditors' place in order to safe guard their rights. Germany is charged with continually raising difficulties in connection with the Versailles Treaty every time the question of settling accounts arises. It is foreshadowed that the severity of France's measures for retortion will rare.se propor- ton.tely to the persistence of Germany's unwillingness pay debts. In effect, the German note mentioned earlier denies France's right to make threats of retortion. pointing out:

Firstly, that the instalment is not due before August 15th) Secondly, that Britain promised to discuss the matter to secure ant Alled 'reply and Belgium had cleo Ladertaken to do so.

Thirdly, in the event of non-payment, the Treaty merely gives the Allies the night to digusdiate Gerrcan property as security.

It concludes by urgently appealing for the suspension of the decision. pending join: Ailled negotiation5.
