together with the Bill forwarded herein my Dispatch above quoted, will, I trust, satisfactorily deal with the class of offences connected with Chinese Emigration which it is required to be suppressed.

As Your Lordship will not fail to observe, no time has been lost in preparing the Draft Bill, which I now send for Your Lordship's consideration. It is accompanied by a full and complete Memorandum, Enclosure 2, by Mr. Attorney General, Sir J. Pauncefote, to whom I am much indebted for the care and attention he has devoted to the subject, and to the assiduity with which he has carried out my instructions.

I entirely concur in Mr. Pauncefote's opinion as to the direction in which the proposed legislation should run, and as to the sufficiency of the enclosed Bill, when taken with the other Ordinances relating to Emigration, to meet all the requirements of the case. There is, also, I think, no doubt that the reports regarding the participation of the British residents here in the Macao Coolie Trade are grossly exaggerated. Nevertheless, it is highly desirable that there should be no room for suspicion as to the intention of the Legislature.
