London, July, 14. " - The Times, in a leader op "Distracted China,” emphasises the seriousness of the task of the new regime and expresses the opinion that Chang Tso-lin's doings need not be regarded with anxiety.
Mers disquieting than the recalcitrance of Chang is the report that the acting President is not receiving the promised support from the tribuna who urged him to return to once, and factional strife is increasing in parliamentary circles. It is unfortunate that Wu Pai-fu does not remain in the capital and seek to inspire others with his own purposeful spirit. The inter-related problems of unification, disbandment and Anance are still to be solved. There can be no prospect of disbandment until unification is re- complished and united Government fimb in the saddle. Peking is financially in extremis. Same form, of relief is essential if a hopeless impasse is to be avoided. All knowing China are convinced that foreign loans are the bane of the Chinese. The Tinies, far from advocating that interested Powers should now pat their hands into their pockets, thinks it imperative that they should watch the situation carefully and sympathetically, with a view to intervening at the right moment. It is within their power to release the 'Salt and Customs Surpluses in advance, and some such step judiciously taken might advantageously velieve a nearly desperate situation.

The national fete was gally celebrated despite the dull weather. Big crowds as usual watched the military review at Longchamps Racecourse. The troops included Algerian Tirailleurs, Senegalese and Madagascar detachments. Annamites and the Tank Corps. M. Millerand, before the review, handed Marshal's Batons to Marshals Fayolle and Franchet. d'Esperey and the Medaille Militaire to Ad- miral Lacaze. The Emperor of Annam and twenty-seven Chiefs from French North West Africa, all in gorgeous native dress, were conspicuous in the grandstand.
GERMAN FINANCIAL PROBLEM.
London. July 14.
The breakdown at the Hague simultaneously with the collapse of the German Mark has again focussed attention on the German Enancial problem which, with the almost anarchical condition of Austria. is threatening West Europe with chaos. It is now the consensus of opinion that the question of Inter-Allied debts must be tackled as offering the only solution to the reparations difficulties. There is a great change in the official French attitude hereabent. it being noteworthy that the inspired French press, which was recently indicating the hope of securing huge payments from Germany has abandoned this now, and is urging that France should be compensated for acceptance of smaller payments by the cancel lation of foreign debts with control of German finances, even the administration of German business undertakings, and also favouring deliveries in kind Instrad of cash payments. It is pro- bable the Bankers Committee will shortly reassemble to consider the question of an international loan.
