· London, July 11.

The German Mark has slightly rallied. It closed with 2,255 as compared with 2,450 on Saturday. The Times, commenting on the situation, says that the real forges in Germany are represented by an industrial group which is concentrating in its hands the control of German wealth and, by investing its profits in foreign securities, evading the Allied control, using the threat of German bankruptcy and the sufferings of the masses of German people as means of escaping the demand for legitimate reparations. The Allies must investigate the attuation with extrema care without permitting themselves to yield for an instant to the panic which recent events may largely have been designed to create. A subtle campaign both in England and France has recently been carried on with the object of absolving Germany from the guilt of war, transferting it to the principal Allies. Unless all such attempts to whitewash Germany are emphatically repudiated discussion of the reparations problem many only lead to fresh danger. Germany's capacity to pay must be thoroughly and objectively estimated and the method of payment must be determined to the advantage of all Once the sum and methods have been dnally established, the strictest measures must be taken to compel those in control of German weath to pay the reparation liabilities to the full. The problem must solved by the unwearying enforcement of the irre futable princioles of justice.

Mr. Che applauded the Club's decision to give a scholarship to a Chinese Studient in the coming year as a sort encouragement which would do much to bind still closer the links of Anglo-Chinese trade, commerct, selence, learning and goad-feeling.
