Presiding at the annual mest- ing of the Association of Trade Protection Societies, in London, last month. Mr. Walter Runci man said an effort was mada by our finance authorities, the Treasury and the Bank of Eng- land, and to some extent by the stock banke, to reduce the undue inflating
of credit. but the methods adopted, as they a'l Enow by experience, were barab. and in so far as the Bank-rata operated in deflation, it was raised too late and it was kept up too long, with the result that there came such a forced frealisu- tion af goods and commodities,
little less than 12 months ago. which brought about one of the worst slumps in values that has ever been known in the history of the world. Whatever might be. done in the future should not be done by jerks, violence, ar sudden changes, but should be done by the gradual and, if possible, more natural process of deflation. It might be that they had already renobed the stage where credit bad once more come down to ita normal natural level. It was must difficult to see exactly when they had reached that point, but what was desired now was not so much a violent reduction of credit facilities, but stability. They could num up almost the prime" condition of a return to good trade in a single word="stability.” Those oftheat who were seinally engaged in industry and com- merce knew how essential it was that the conditions under which they were now trading abould be well known, and will recognise that, as far as possible, there should be scable conditions in the immediate future if they were to make anything in the nature of forward contracts. The desire for stability was the first essential of long forward contracts. Those who represented the working classes must recognise that unlesa they returned to long forward contracts there could bano stabil. ity in employment.
