It is with great satisfaction that I am able to report that in certain respects I have anticipated the instructions of Your Lordship, as will be seen by the enclosed copies of a Draft Ordinance which I laid before the Legislative Council on the 1st Instant. By the 3rd Section of that Ordinance the decoying persons into and from this Colony for the purpose of effecting their Emigration from Macao has been made an offence punishable as a Misdemeanor.
Nevertheless, I shall hope for a more comprehensive measure in accordance with the views of Her Majesty's Government at an early date.
