How the Ulster Arrests were Carried Out.

The arrests in Ulster (see Earlier Cables) were carried out by special constables, chiefly in the country districts, and were not confined to members of the T.R.A, but included. according to Belfast telegram, every available Sinn Feiner.

Three hundred were seized on the Tyrone border, sixty in Fer- managh (including members of the Nationalist Public Boards), and fifty in Ballast whence, it was reported, many Sinn Feiners bad previously fled. The arrested were taken to a secret internment camp. Fourteen I.R.A. officers were arrested in Londonderry, where the authorities announce that large concentrations of I.R.A. irregulars in East Donegal were recently preparing to invade the

city.

The North of Ireland Government to-day proclaimed the I R.A., the Irish Republican Brotherhood, the Irish Volunteers, and Coman Yamban (Boy Scouts and Girl Guides) illegal and their members liable to arrest and prosecution.

A Cabinet meeting is being held in London to-day under the presidency of Mr. Lloyd George to consider the situation.
