STATE-OWNED SHIPPING, The chief item on the agenda of the International Shipping Conference which will meet in London in October will deal with the grievances as regards the immunity of state-owned ship- ping from liability and taxation. The British Chamber of Shipping. which supports the views of the Comite Maritime Internationa), declares that private shipowners bave been gravely prejudiced, especially when vessels or cargoes have been employed for ordinary commercial purposes, and points out that a sovereign state cannot be sued for collision, damage, salvage or towage rendered, al- though on the contrary it pos sessas the right of recovery while sven a greater threat to shipping and overeens trade is the im- munity of state-owned vossals from income tax in their own country and their claim · for immunity from taxation in every country, and also their immunity. from safety regulations relating to cargo, passengers and crew; It is proposed "that auf Inter- national Convention shall be framed placing state-owned mari time property precisely on the same footing as that which is privately-owned.
