The Inclosures shew that the average passages hence to Singapore during the N. E. Monsoon (October to March inclusive) are performed in 6 Days and 22 hours, whilst similar passages during the S. W. Monsoon (April to September inclusive) occupy 6 Days and 23 hours.
The Proclamation might be amended so far as Steam Vessels leaving Hongkong during the first mentioned period is concerned; but for all sailing Vessels and ...
