Messrs Laine Matheson and Co. and Messrs Sassoon and Co.- is
under seven days during both
Passages, the receipt of
further instructions from Your Lordship, I do not propose to make
any
alteration in the Proclamation which declares the length of the
voyage between Hongkong and
Singapore, and I intend to take the advice of my Council as to intercolonial legislation to deal with the question of overcrowding on board Passenger Steamers, which do not come within the provision of the Passenger
Act.
