How vessels proceeding not declared to be of more than 7 days duration were not subject to any restrictions and presumably within the scope of the ordinance.

It was of course necessary to include Hongkong amongst the starting places of steamers (Schedule A) with respect to those destinations which were distant from Hongkong and a 30 days' voyage, and to include Saigon amongst the destinations with respect to those starting places from which Saigon was distant between 7 and 30 days' voyage.

The effect of this, in the absence of any proviso excepting voyages not declared to be of more than 7 days duration, is at first sight to place voyages between Hongkong and Saigon under the modified restrictions of Ordinance 80/1871.

But Saigon had not been declared a more than 7 days' voyage from Hongkong, and is believed in fact to be distant from Hongkong considerably less than 7 days' voyage.

Under other Hongkong ordinances, and under the Chinese Passengers Act, vessels proceeding on voyages not declared to be of more than 7 days' duration are exempt from restrictions.

It seems therefore to me contrary to the intention of Ordinance 80/1871, and inconsistent with other ordinances, that steamers plying between Hongkong and Saigon should be subject to the modified restrictions of Ordinance 80/1871.

And it seems to me to be doubtful whether in fact they are subject to those restrictions.
