Faller mail reports of the League of Nations opiam conference at Geneva show that Sir John Jordac congratulated Japan on the frankness and honesty of the figures of morphine imports which she had given the Commission. He asked what had happened to over forty-eight thousand pounds of morphine imported into Japan in 1920 in addition to 7.833 pounds manufactured in Japan and 8,018 produced in Formosa,
The Japanese representative frankly declared that much of it was undeabtedly illicitly smuggled to China, but said that new and very thorough legislation, followed by strict administrative action, was being enforced in Japan for the diminution and com- plete control of the traffic. There was being attempted on the part of Japan an honest effort to do her duty Дья A signatory to the Hague Convention. ¦

The Commission recognized that America and Britain bad also sinned against China by exporting morphine, which was tran shipped at Kobe outside the Japanese customs and smuggled into China, but new legislation in Britain and the United States ütting into this Japanese system must rapidly reduce the supplies. Strong criticism was expressed against Switzerland, both in stand- ing outside the Commission and in being the largest exporter of cocaine in the world, exporting over three thousand pounds in 1920, in addition to 4,963 pounds of morphine to Japan.

A number of May Day demonstrators in Hyde Park last night went to the Japanese Embassy, where a deputation as admitted and presented a copy of a resolution carried at the Hyde Park meeting calling on the Japanese Government immediately evacuate trucps from Siberia. There was no disorder. The leader of the deputation told the waiting processionists that the resolu tion will be forwarded to the Japanese Ambassador Genoa.

London, May 2
The Budget is greeted with a certain amount of satisfaction by the morning papers which, however, are far from enthusiastic that Sir Robert and freely voice criticisms. All point cut Horne's statement did not contain surprises. It is declared that concessions to taxpayers are not made cut of the real surplus but by n partly suspending the Sinking Fund and partly borrowing. This,' it is declared in some quarters, is unsound finance as it leaves the country's capital responsibilities to take care of themselves. The 'Government's failure to effect real economies is emphasised. It is suggested that the Budget is framed on the Micawber practice and after the taxpayers' sacrifices it will please nobody. The Labour organ alleges that the Budget constitutes a series of concessions to the rich. Broadly, taxation reductions are welcomed, but the view is expressed that money can more profitably be spent in foster- ing trade than in payingÜliabilities which are not urgent.

Japan has asked to be included in the scope of the Economic Commission's resolutions, and to participate in the world's economic reconstruction.
The draft clauses of the Note to the Russians are completed and will be presented this afternoon. A mixed arbitral, commission presided over by a nominee of the President of the United States Supreme Court will adjudicate on all matters relating to foreign bondholders and compensation for private property in the event of failure to achieve direct agreement.
