Mr. W. L. Hichans, the chair- man of Cammell, Laird and Co., Ltd, was one of the speakers at a meeting in the Mansion House, London, arranged by the Nation- al Institute of Industrial Pay- chology Mr. Hiebens. in seconding the resolution, which oalled for the application"." of psychology to industry, said that when one thought of starting a new business one had first to be sure one had the right man to run it. If one was not sure of that point the scheme had to be dropped like a bot coal. It was always the human factor that mattered, and be had bean told that, one of the biggest hotels in London had been built round a chef. The Institute of Psychology dealt with the most important factor in industrial success-the human factor. No one denied the importance of mechanical efficiency, but he thought in the past they bad attributed too little, importance to the human factor. If they were going to succeed. in establishing the higheat efficiency they must rely

a higher level of efficiency than in the past they would be in ser- ious trouble, and would have to forego the profits and cut wages dows even more seriously than before. It was of real nation- al importance that the Institute of Psychology should be sup- ported by national funds. The following resolation, proposed by Dr. C. S. Myers (director of the new institute), was carried "Ip view of the present serious econ- omicsituation and of the necessity to reduce costs of production and to increase the total national output, this meeting is of the opinion that--(a) a more complete and scientific development of the nation's human resources and a redaction of wasteful and mis- applied energy are matters of urgent national importance; (b) the methods adopted by the National Institute of Industrial Paychology have been shown to reduce costs of production, to promote the development of in- dividual ability; to eliminate us; necessary efort and fatigue, and to improve the health and well- being of the worker; (c) it is imperative that a national fund should be immdiately established to enable the institute to extend its sphere of usefulness and "to continue the necessary researches into the scientific problems in- volved.
