THE BANQUE INDUSTRIELLE.
Paris 3pru 25.
The report of M. Cord, of the Financial Affairs Section, which led to the enquiry into the affairs of the Pacife Company, mentioned yesterday, describes the Pacific Company as "an oreult branch of the Banque Industrielle de Chine." It says that Gallossar made the acquaintance of Pernotte, an official of the Banque, at Tientsin Peruatte advanced him money, and in July 1918 helped him to found the Paciñe Company with a capital of a million and a half at HALF PRICE francs, which was successively raised to 25,000,000 francs. Fer- notte and Gallusser are alleged to have formed a syndicate for the Bolation of Pacife shares at 400 franes, which they first bought in at 200 frames and pocketed the difference. The Bourse quotation of the shares rose to between 150 and 500 francs, then fell to 20 francs. When it was decided to transform the Pacide Maritime Commercial Company into the Pacific Company fresh funda were raised, allegedly without the knowledge of the Board of Directors, who were befooled by ñctitious statements and accounts. Gallusser it declares that when he quitted control of the Parise Company owed the Banque Industrielle 93,000,000 francs put the debt ought to have been diminished by at least half by realisation of the floating stocks, worth 10,000,000 francs. He admits that the syndicate of which he had Pernotte were manbers realised a proft of 200 franes per share on 24,000 shares, but the proft went to buy in shares at 600 and 700 francs, in order to secure the option for subscription of fresh capital.

GENEVA OPIUM CONVENTION.
Geneva, April 25..
Sir John Jordan in an interview with Reuter's correspondent described the manner in which the Chinese Government from 1907 to 191 gradually closed down the cultivation of the poppy as one of the greatest reforms the world had ever seen: but unfor- tunately there had been a relapse. He wished the Chinese Govern
# recrude- ment had acknowledged the truth that there had been
unable to suppresL scence of poppy growing which they were owing to the disorganised state of the country. This was one of the phases of China's evolution; the world must be patient with was in the ber. He pointed out that practically all the country hands of the military rulers, was usurped all authority while very large quantities of morphia nud oven sent to the Par East and there had been mittense muggliar f foreign optam. If the Opium Commission diu not rise to the level of its opportunities, China, which had hitherto not manufactured morphia, would manufacture not only fr her own consumption but for the markets of the world.
The Ummission at Geneva neapded its consideration of the various Government's replies to a questionnaire sent out by the League of Nations on opium trade and production in the Far East. On a resolution concerning a fresh extension of peppy growing in China and measures to be suggested to the Chinese Government thereon, the Japanese delegate intimated his readiness to 'accep! the Committee's representations to the League of Nations to open an enquiry into the introduction of morphia into China.

CORDIAL ALLIED DISCUSSION AT GENDA.
Paris, April 25.
It stated that in Genoa optimism prevails generally in Con ference circles. From an important private conversation between Mr. Lloyd George and M. Barthou, on the occasion of the French delegation's luncheon to the British plenipotentiaries, it is under- stood that the discussion, which was most cordial, disclosed an agreement between the British and French leaders on the necessity Ji adopting a common attitude. The decisions reached marked a manifest desire for Franc:-Braish collaboration which is expected
: give a favourable turn to the Conference's deliberations.
Genoa, April 25.
The Committee dealing with Russia bas adjourned, the Chair- man intimating that it was useless to continue as the Soviet pro posals were regarded as most unsatisfactory. The experts, without the Russians, will meet later to discuss their attitude. The meeting with the Russians will only be resumed when those discussions are concluded. The Transport Committee has decided that the Admin- istration of the French railways should initiate the summoning of an International Conference of railway experts at the earliest moment.

London, April 25. Dublin was yesterday as silent as a village in consequence of the strike mentioned yesterday, which passed off secording to pre- arranged programme. The Free State was cut off from the outside world and expenenced a complete cessation of normal activities, including trains, trams, steamers, telegraphs and telephones, whilst shops, hotels, theatres and kinemas were closed. Nevertheless, beyond the posting of a bogus 'notice announcing the establishment of the Irish Workers' Republic, the day passed quietly without dis- turbances of any description. It is reported that as far as is known the general stoppage may possibly be continued.
