JAPAN AND EASTERN SIBERIA.
London, April 21. The fact that a new Japanese division is proceeding to Vladi». vostock indicates that the policy of the militarists is prevailing despite public opinion in Japan. The Times, discussing the sitp tion in East Siberia and the breakdown of the Daire: Conference, says that it is impossible not to sympathise with the Japaness in their desire to keep the Bolhevists away from the Pacific Coast and thus reduce the danger of pernicious doctrines spreading to Japaù, but the action of the Japanese in Siberia on many occasions plainly amount to interference in domestic polities. They are keeping nominally in power a Government that would immediately disappear if they retired. This, together with the knowв aspirations of the military party in Japan, suggests a desire to create excuse for standing.

CURIOUS ANTI-OPIUM SOCIETY.
The Chinese and Foreign Anti- Opium Association, which recent- ly incurred the ceasure of the local Chinese authorities, has been dissolved by the order of General Ho Feng-ling. One of the Chiness newspaper at Shanghai has it that a lawyer, Sang, the other
tary Governor to acquaint him with the measures being taken by the Association in the cause of opium prohibition. Evidently the envoy asked for the official's blessing for a scheme whereby numerous "investigators" were to be sent to various quarters. General Ho became indignant when he heard of the proposition, and stated that the Association was planning to extort money. Eventually,
