It is with some reluctance that I sanction this addition to the cost of establishing the Colony, but it must be distinctly understood that it's a personal allowance as in the draft now before you and satisfactory to Thomas Scott given in consideration of the increased revenue accruing from the recent Immigration, and I rather think it right that on the occurrence of any vacancy in the office of Harbour Master, the total emoluments of the Appointment will be reconsidered.

I authorize you to propose to the Council a special allowance to Mr. Thomas Scott of £75 per annum on this account.
