There have been count. lese instances of seamen with many years' experience, shipping in the most menial positions, and considering themselves for- tanste to get employment at all. While it is true that the case of the seamen is bad, it is not nearly so deplorable as that of the un- employed officer. In most cases, the sexman can obtain State help of some rind, but this is denied the officer, and we find the class which is deserving of the nation's undying generosity receiving nothing from the country whose oseds it helped so well to satisfy during the waË.
