Paris, March 27.4 An official communiqué states that the Near Eastern Car- ferencs has decided at Constantinople, that a large part of Eastern Thrace will be left under the Sultan's sovereignty. THE NAVAL TREATY.

London, March.

An unforeseen result at Washington of the Naval Treaty is that, while the great powers are forbidden to sell to small coun tries their discarded warships, they may supply any number of new and expensive tratt. Thus Finland recently was promising to negotiate for the purchase of six British destroyer, when the Senate gave evidence of signs for ratifying that Treaty. The Admiralty declined to sell secondhand craft, but ofered to supply new destroyers at treble the cost.
