CHENGCHOW AS OPES PORT. a Peking report says:--The suggestion of the Tuchun Honao for the opening of Cheng cbow to foreign trade on the south side of the Yellow River, along the Peking-Hankow Rall way is favourably considered by "the Government: but in this con- pection, it is reported that General Wu Pei-fu and General Chao Ti have pledged all the lands in Chengchow to a certain Japanese company for the sum of two and a half mibioa dollara [for meeting urgent military uses.
