Mr. Edward Tincken, Crown Solicitor, Hong Kong, has been under my medical observation for some time since he returned from England suffering severely from tropical Dysentery.
I yesterday carefully examined Mr. Tincken. I find that since his return from Brighton & Lymington, he has greatly improved both in general health & in his, so to speak, local complaint. But his stay in England has not been sufficiently long to make his recovery permanent. Above all, I think it of the last importance that he should not arrive in Hong Kong until the end of September, as the months of August & September are the worst months in that Colony.
I trust that the same indulgence is extended to Mr. Tincken, & am confident that he will then resume his duties with safety to himself & advantage to the public service.
