London, March 2. "Citizens Do Your Duty" is the urgent appeal addressed to London's 1,517,000 electors in this morning's editoriala in con- nection with to-day's elections for the London County Council.
Sixteen out of 134 councillors were returned unopposed, namely ifteen Municipal Reformers and one Progressive. There are 251 andidates in the field, comprising 93 Municipal Reformers. Progressives. 97 Labourites and seven Independents. The irst-named have had a majority for the past üfteen years.
Special efforts are being made by all parties to induce tha women, forming about one half of the electorate, to record a vote." The women candidates number 25. The fight centres on economy, education and municipalisation. The moderates desire drastic economies in schools and elsewhere. The Labourites advocate wholesale municipalisation of means of transit and other Industries.
THE YAP TREATY.
Washington, March 2
The debate on the Yap Treaty degenerated into a farce. The
34 amendment Republican Senator France proposed
extending prohibiting to Yap, the object being to kill time and annoy sup porters of the Treaty. The amendment was rejected. A Democratic amendment broadening the existing United States Treaty rights over the mandated islands was rejected by 50 to 23, being only one over the necessary two-thirds majority. The narrow margin caused excitement aming the Republicans.

Sixty-seven voted for ratincation of the Yap Treaty, including thirteen Democrats, and twenty-two against including the three Republicans Borah, France and Johnson. Senator Lodge then brought forward the Pacific Treaty.
The Senate bas, ratified the Yap Treaty without reservations and without amendments.
