I am reluctant to express an opinion as I believe that the case of the Canadian has already been decided anew.

Prisoners certainly, and,
in the case of the man,

murdered
being brought

on a charge of Crimes in England the Police Officer, raised very grave questions bearing on this subject. A
detailed
return
that cases (if any), in which any miscarriage
of Justice in Hong Kong
have been very few. It
may be a saving of Expense to other Treaty Powers with Extraterritorial jurisdiction in China
to use
Hong Kong as an Entrepot, but I doubt whether it is wise for Hong Kong to volunteer to
be a
Prison
